   Ok this is the third time I’ve tried to write this.
   This is most likely some kind of p*rn. Japanese are really into r*pe p*rn and p*rn which involves other people watching. I say that it’s probably p*rn for a few reasons. 1. You’re not allowed to wear your skirt that high while at school. Girls role them up when they leave. 2. There is alot of p*rn here which involves graduating from s*x school and watching people have s*x. Considering that they’re all wearing graduation flowers that’s probably what it is.
   On the other hand it could actually be to make sure no one flashes the crowd, had a few students do that one year on accident.
